Record Number of Migrants Receive German Citizenship

Germany recorded an unprecedented number of naturalizations in 2025, with at least 309,852 migrants obtaining German citizenship. According to a report by the weekly newspaper Welt am Sonntag, this marks the highest number of citizenships granted in a single year in the country’s history.

The figure surpasses the 291,955 people who acquired citizenship in 2024.

The surge is largely attributed to significant reforms in Germany‍‍`s citizenship laws introduced in mid-2024. Previously, applicants were often required to renounce their former citizenship and prove at least eight years of residency. The new regulations now permit dual citizenship and have reduced the minimum residency requirement to five years. Since these changes, there has been a steady increase in applications.

In 2024, the number of naturalizations rose by 46 percent compared to 2023. While the rate of growth has slightly stabilized, the total count in 2025 reflects sustained interest. Data indicates that Syrian nationals made up approximately 28 percent of those granted citizenship, followed closely by Turkish nationals.This preliminary statistic accounts for 14 of Germany’s 16 federal states, as data from Mecklenburg-Western Pomerania and Saxony-Anhalt remains pending.

Looking ahead, authorities expect a further increase in applications from Ukrainian refugees. Many who sought shelter following the Russian invasion in early 2022 are approaching the five-year residency threshold by 2027. Officials note that Ukrainian refugees, who were granted immediate work and residency rights upon arrival, may be particularly well-positioned to pursue naturalization before their current protected status expires.
