The Palestinian group Hamas has announced the election of Khalil al-Hayya as the new head of its political bureau. Having previously served as the group’s exiled leader for Gaza, al-Hayya brings extensive experience in navigating the group`s internal and external dynamics. He was also a member of the temporary five-man ruling council established in late 2024 to oversee wartime governance, providing him with a direct understanding of the current operational demands.
Born on November 5, 1960, in Gaza City, al-Hayya’s political development was profoundly influenced by the 1967 Arab-Israeli war and the subsequent military occupation. Growing up in a conservative family that frequently faced military raids and the arrest of relatives, al-Hayya developed a deeply rooted political consciousness from an early age. His commitment to the movement was solidified in March 1980 during a pivotal meeting with Hamas founder Sheikh Ahmed Yassin.
Beyond his political activism, al-Hayya is an academic who holds a doctorate in hadith sciences. He earned his bachelor’s degree from the Islamic University of Gaza in 1983 and a master’s degree from the University of Jordan in 1986, eventually completing his Ph.D. in Sudan in 1997. His academic background in Islamic studies has complemented his career as a strategist and negotiator, marking him as one of the most prominent intellectuals within the organization’s current hierarchy. As he assumes the role of political chief, he faces the formidable task of managing the movement`s strategy during a period of immense regional instability.
